Albania:
Legal on request up to 12 weeks of pregnancy.

Andorra:
Abortion is illegal except in cases where the woman’s life is in danger
Abortion Rate: No legal abortions; rates are assumed to be negligible.

Austria:
Abortion is legal on request up to 15 weeks of pregnancy. Beyond 15 weeks, it is allowed if the pregnancy poses a serious risk to the woman’s health, in cases of severe fetal impairment, or if the pregnancy is the result of rape.
Abortion Rate: Approximately 8.3 abortions per 1,000 women aged 15-44.
Maternal Mortality Rate: 4 deaths per 100,000 live births.

Belarus:
Legal on request up to 12 weeks. Up to 28 weeks under specific conditions, such as fetal impairment or risk to the woman’s health.
Abortion Rate: Approximately 18 per 1,000 women aged 15-44.
Maternal Mortality Rate: 4 deaths per 100,000 live births.

Belgium:
Legal on request up to 12 weeks of pregnancy. After 12 weeks, allowed if there is a serious risk to the woman’s health or in cases of severe fetal abnormalities.

Maternal Mortality Rate: 3 deaths per 100,000 live births.

Bosnia and Herzegovina:

Croatia:

Cyprus:

Czech Republic:

Denmark:

Maternal Mortality Rate: 5 deaths per 100,000 live births.

Estonia:
Legal on request up to 12 weeks of pregnancy. After 12 weeks, permitted if the woman’s health is at risk or in cases of severe fetal impairment.
Abortion Rate: Approximately 16 per 1,000 women aged 15-44.
Maternal Mortality Rate: 10 deaths per 100,000 live births.

Finland:
Legal on request up to 12 weeks. Beyond 12 weeks, allowed under specific conditions, such as risk to the woman’s health or severe fetal abnormalities.

France:
Legal on request up to 14 weeks of pregnancy. Beyond that, it is permitted if two physicians certify that continuing the pregnancy would seriously harm the woman’s health or that the fetus has a severe and incurable condition.

Germany:
Legal up to 12 weeks, with mandatory counseling at least three days before the procedure. Beyond 12 weeks, permitted if the woman’s physical or mental health is at risk, or in cases of severe fetal impairment.
Abortion Rate: Around 6.4 per 1,000 women aged 15-44.
Maternal Mortality Rate: 5 deaths per 100,000 live births.

Greece:
Legal on request up to 12 weeks of pregnancy. Up to 19 weeks in cases of rape, incest, or severe fetal impairment.

Maternal Mortality Rate: 3 deaths per 100,000 live births.

Hungary:
Legal up to 12 weeks for broad reasons, including socio-economic ones, with mandatory counseling.
Abortion Rate: Approximately 10.6 per 1,000 women aged 15-44.
Maternal Mortality Rate: 17 deaths per 100,000 live births

Iceland:
Legal on request up to 22 weeks of pregnancy.
Abortion Rate: Approximately 12.8 per 1,000 women aged 15-44.

Ireland:
Legal on request up to 12 weeks of pregnancy. After 12 weeks, permitted only if there is a risk to the life or serious harm to the health of the woman or in cases of fatal fetal abnormality.
Abortion Rate: Legalized in 2018; current rate is about 6 per 1,000 women aged 15-44.
Maternal Mortality Rate: 6 deaths per 100,000 live births.

Italy:
Legal on request up to 12 weeks of pregnancy. After 12 weeks, allowed if the woman’s life is at risk or in cases of severe fetal abnormality.
Abortion Rate: Around 6.5 per 1,000 women aged 15-44.
Maternal Mortality Rate: 2 deaths per 100,000 live births.

Kosovo:
Legal on request up to 10 weeks of pregnancy. Beyond 10 weeks, allowed under specific circumstances, such as risks to the woman’s health or severe fetal abnormalities.

Latvia:

Malta:
Abortion is illegal except if the woman’s life is in danger. Malta has some of the strictest abortion laws in Europe.
Abortion Rate: No legal abortions; illegal abortion rates are unknown.
Maternal Mortality Rate: 6 deaths per 100,000 live births.

Moldova:
Legal on request up to 12 weeks of pregnancy. After 12 weeks, allowed under certain conditions, such as risks to the woman’s health or severe fetal impairment.
Abortion Rate: Approximately 11.3 per 1,000 women aged 15-44.
Maternal Mortality Rate: 16 deaths per 100,000 live births.

Monaco:
Permitted in cases of rape, fetal abnormality, or risk to the mother’s health. Abortion on request is not legal.
Abortion Rate: No specific data available; abortions are rare due to restrictive laws.
Maternal Mortality Rate: No recent data, but likely very low.

Montenegro:
Legal on request up to 10 weeks of pregnancy. Beyond 10 weeks, permitted in cases of risk to the woman’s health or severe fetal impairment.

Netherlands:

North Macedonia:

Norway:

Portugal:

Poland:
Abortion is only permitted in cases of rape, incest, or when the woman’s life or health is in danger. In 2020, the Constitutional Tribunal ruled that abortion in cases of fetal abnormalities is unconstitutional, severely restricting access.
Abortion Rate: Officially very low (~1 per 1,000), but many seek abortion abroad or illegally.
Maternal Mortality Rate: 2 deaths per 100,000 live births.

Romania:
Legal on request up to 14 weeks of pregnancy. After 14 weeks, allowed if there is a risk to the woman’s health or in cases of severe fetal abnormalities.
Abortion Rate: Approximately 16.4 per 1,000 women aged 15-44.
Maternal Mortality Rate: 12 deaths per 100,000 live births.

Russia:
Legal on request up to 12 weeks. Up to 22 weeks for specific social reasons, and any time if the woman’s life is at risk or in cases of severe fetal impairment.
Abortion Rate: Approximately 24 per 1,000 women aged 15-44.
Maternal Mortality Rate: 17 deaths per 100,000 live births.

San Marino:
Legal on request up to 12 weeks of pregnancy. After 12 weeks, allowed if the woman’s life is at risk or in cases of severe fetal abnormality.
Abortion Rate: Legalized recently; data limited.
Maternal Mortality Rate: No recent data available.

Serbia:
Legal on request up to 10 weeks of pregnancy. After 10 weeks, allowed under specific circumstances, such as risks to the woman’s health or severe fetal abnormalities.

Maternal Mortality Rate: 12 deaths per 100,000 live births.

Slovakia:

Switzerland:
Legal on request up to 12 weeks of pregnancy. Beyond 12 weeks, allowed if the woman’s physical or mental health is in danger.

Ukraine:
